A construction is provided for uplink pilot signals in a cellular network. Three sets of pilot signals are defined, having orthogonality properties that lead to reduced inter-cell interference. In example embodiments, the network has a reuse factor of 3 for pilot signals, with sets U, V, and W of pilot signals assigned to cells in respective reuse classes. The pilots of each set form an orthogonal basis. Some pilots of each class, i.e. those which will generally be assigned to mobile stations near the cell edges, will also form an orthogonal basis with some pilots of each of the other classes.

A lid can be manufactured to fit on the channel to surround the wall form tie when assembled. The wall form tie secures the two concrete wall forms together and the channel can space the forms apart a predetermined distance. The channel can have an open side and a lid to engage the open side of the channel such that placement of the lid substantially encloses the wall tie. After concrete is poured and cured, the wall form tie can be removed from the casing and re-used. The plastic or reinforced paper wall tie casings can be manufactured for a fraction of the cost of the metal ties, thus saving money in the construction of concrete walls.

The exposed foil is patterned and etched using photolithographic techniques to define multiple device areas in the foil. Each device area includes multiple conductive lines. Afterwards, portions of the conductive lines are covered with a dielectric material and other portions are left exposed to define multiple bond pads in the device area. The molded foil structure can be singulated to form multiple integrated circuit packages.
